County can lure new shoppers
As someone who works in Redding, I'm truly hoping that Shasta County voters approve Measure A so the shopping center proposed for Knighton Road and I-5 can move forward.
As a resident of Tehama County, I have choices in regards to where I spend my tax dollars to purchase goods that I cannot find close to home. As consumers who won't spend one dime in a Wal-Mart store, our family's options in Tehama County are limited.
When we first moved to the area, we found the goods we needed in Shasta County most of the time. After venturing into Chico, however, we learned that their retail centers were easier to access and had a greater variety of shopping choices; we now do most of our shopping there.
To win back non-resident shoppers like myself, Shasta County must diversify its retail options and create new centers with easy freeway access and a contemporary retail layout, like the ones found in Chico, Woodland and even Medford, Ore. Unless Shasta County seizes this opportunity, you'll see more tax dollars like mine leaving for other areas.
I urge Shasta County voters to Vote Yes on A.
Samsung Galaxy S3 ROM leaks, S-Voice et al up for download - Crave
The Samsung Galaxy S3 doesn't go on sale until 30 May -- or 29 May if you head down to the Samsung store in London's Westfield shopping centre in Stratford -- but here's how to get a taste of it right now.
The full ROM has leaked over at Android Police. So if you have a rooted Android phone running Ice Cream Sandwich, you can download the S3's version of Touchwiz. That'll bring all the extras like S-Voice (Samsung's Siri-style voice activated personal assistant), Pop-up Play, and Smart Stay to your handset. Handy if you want a taste of what to expect before you buy.
It's a hefty 800MB download, so be prepared to wait a while if you do want it. And seeing as it isn't an official release, you download at your own risk, so please don't hold us responsible if anything goes awry. S-Voice is also available as a separate download, if you want to see what all the fuss is about. Pop-up Play lets you watch video in a shrunken window floating on top of the browser, while Smart Stay detects when you're looking at it, and keeps the screen on until you look away. So no more prodding to wake it up. They're all nifty features, and all seemed impressive in our hands-on.
The S3 is the biggest phone to launch this year (not literally, though it is pretty large, with a 4.8-inch screen). It features a pebble-like design, and runs Ice Cream Sandwich. Lafayette, Broussard: Patch it up - Shreveport Times
City-Parish President Joey Durel said Tuesday that he wants Lafayette to extricate itself from agreements in which Lafayette city provides services to Broussard.
Maybe the most important of those services is wholesale water. That's been the center of a recent fight between Lafayette and Broussard over a quantity of Lafayette Utilities System water -- $825,000 worth, according to Lafayette officials -- that somehow bypassed a meter. Durel also mentioned the demand for water hookups for Broussard development as well as recent annexation disputes.
"Essentially," Durel said, "the administration of the city of Broussard wants to declare itself an adversary of the city of Lafayette, all the while expecting Lafayette to ignore the fact that it provides Broussard with the very services that allow Broussard to grow and prosper."
The courts will have the last word in lawsuits between Lafayette and Broussard over the wholesale water and annexation. But Durel and Broussard Mayor Charlie Langlinais owe the parish's people one more shot at reaching a settlement on the water issue before jeopardizing one important way to cope with one of our biggest challenges providing public services as the population shifts to small towns and unincorporated areas.
The consolidation of the Lafayette city and parish governments was based on the idea that Lafayette city would have about 60 percent of the parish's population. But that percentage is down to about 55 percent of our 220,000 parish residents now. About 34,000 people live in the five smaller municipalities. More than one Lafayette Parish resident in four now lives outside any city at all.
That means they need sewage treatment, police protection, planning, roads and, of course, water service in areas where there is no municipal government to deal with the requirements of population concentrations. LUS offers one win-win solution, providing high-quality water to water districts and municipalities in return for fees that can be used to see to the utility's own operation and capital needs.
But that requires both sides to recognize the value of the resource and look for a way to reach a mutually beneficial agreement, as we hope Broussard and Lafayette can still do.
Growing pains:
Glenn Johnson pleaded guilty in 2000 to federal charges stemming from Clean Water Act violations. His Mississippi company owned dozens of small subdivision water and sewer systems in and around Lafayette but outside municipalities. Residents had complained for years about poor water quality.
The Camellia Boulevard bridge opened in 2003 after more than five decades of arguing over the cost and the rights of property-owners near the Camellia extension.
The Ambassador Caffery Parkway southern extension opened in 2010, touching off a race to annex land by Broussard, Lafayette and Youngsville.

Letter: When shopping, be mindful of your surroundings - Signal
On Wednesday, May 16, I went to the Valencia Town Center to the Apple Store. I purchased an iPad and then left the store.
Unknown to me, I was being followed by someone. They saw me place my iPad in the trunk of my car. When I left the mall, I was followed.
I left my car for 10 minutes to go into Best Buy. During that time, the thieves broke into my trunk and took the iPad I just purchased.
My reason for writing this column is to let the community know that when they shop at the Apple Store, they need to be aware that individuals may be watching and waiting to take their purchases.
I wasn't the first person to be targeted, according to the officer who took my report. Santa Clarita residents need to be aware of crimes taking place in our valley.
Unfortunately, Best Buy does not have cameras in its parking lot. Valencia Town Security were looking into the security tapes to look for suspects. I appreciate their willingness to help.
